Summary:

The OSP Supervisor – Fiber Outage Restoration & Repair is responsible for overseeing field personnel responsible for emergency fiber repair, restoration activities, and routine network maintenance. This role ensures safety compliance, operational efficiency, and service quality across aerial and underground fiber infrastructure. The supervisor coordinates outage response, manages technicians, tracks performance metrics, and works closely with the Network Operations Center (NOC) to ensure fast, accurate, and cost-effective service restorations.

Duties and Responsibilities:

Essential duties and responsibilities include but are not limited to those listed below:

  • Supervise daily activities of Fiber Operations Specialists during outages, emergency repairs, and scheduled maintenance.
  • Dispatch and coordinate field teams during fiber optic service outages, ensuring swift response and efficient resource allocation.
  • Review and approve fiber repair plans, splicing activities, and safety protocols before work is executed.
  • Ensure all field operations comply with OSHA, DOT, and internal safety standards.
  • Provide leadership, coaching, and mentoring to team members (Levels I, II, III).
  • Maintain accountability for field documentation, including repair reports, fiber mapping updates, and service logs.
  • Serve as primary escalation point for field issues related to restoration, safety, and technical performance.
  • Partner with the NOC to monitor alarms, respond to ticket escalations, and ensure communication during service events.
  • Track productivity, response time, job completion, and quality control metrics.
  • Plan and conduct field audits, tool inspections, and PPE compliance checks.
  • Coordinate with contractors, vendors, and third-party utilities when needed.
  • Assist in developing team schedules, on-call rotations, and training plans.
  • Other Duties and Responsibilities as assigned.

Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.   • 4+ years of experience in fiber optic construction, repair, or restoration, including 1–2 years in a leadership or supervisory role.
  • Expert knowledge of fiber testing (OTDR, power meter), aerial plant work, and underground fiber systems.
  • Strong leadership, communication, and team development skills.
  • Valid driver’s license with clean driving record; CDL preferred.
  • Ability to work outdoors in all weather conditions and respond to after-hours emergencies as needed.
  • FOA or ETA Fiber Optic Technician Certification.
  • OSHA 10/30, CPR/First Aid, and Traffic Control/Flagger certifications.
  • Experience with GIS systems, fiber mapping software, and NMS platforms.
  • Prior experience managing restoration efforts across large or rural service areas.

  • Office/field hybrid role with extensive time spent outdoors at fiber sites.
  • Must be able to climb, lift, and supervise fieldwork under varied environmental conditions.
  • Required to be on-call for after-hours and weekend emergencies on a rotating basis.
