Summary:

This position is responsible for coordinating all joint use activities to support the design and deployment of the company’s fiber network. This role manages relationships with pole-owning utilities, ensuring compliance with all pole attachment agreements, regulatory standards, and company processes. The Joint Use Agent serves as a key liaison between internal engineering, GIS, permitting, and construction teams to ensure timely access to poles and rights-of-way for broadband expansion projects.

Duties and Responsibilities:

Essential duties and responsibilities include but are not limited to the following:

  • Coordinate and manage joint use agreements, pole attachment applications, and permit requests with utilities and third-party entities.
  • Review and track pole attachment data, license requests, and make ready work orders to ensure project deadlines and compliance.
  • Work closely with engineering, GIS, and construction teams to confirm pole ownership, attachment rights, and field conditions.
  • Maintain detailed records of pole data, attachment locations, and permit status using internal databases and utility portals.
  • Negotiate and execute joint use contracts and attachment agreements in alignment with company standards.
  • Assist in resolving pole disputes, non-compliance notices, or make-ready delays through communication with utilities and attaches.
  • Coordinate with field inspectors or contractors to verify as-built attachment placements and ensure safety/code compliance (e.g., NESC).
  • Track and reconcile joint use billing, attachment inventories, and annual rental fees.
  • Prepare reports, spreadsheets, and documentation for management, regulatory filings, or audits.
  • Support broadband and fiber deployment projects by ensuring timely access to poles and rights-of-way.
  • Stay current with FCC, state, and local joint use regulations and industry standards.
  • Other duties as assigned.

Education/Experience:

  • High school diploma or equivalent required.
  • Associate’s or Bachelor’s degree in Engineering, Telecommunications, or a related field preferred.
  • 15+ years of experience in joint use, permitting, right-of-way, or utility coordination (telecom, electric, or CATV industry preferred).
  • Experience working with joint use portals (e.g., NJUNS, Alden One, or equivalent).
  • Strong understanding of pole attachment processes, NESC standards, and right-of-way requirements.
  • Excellent communication and negotiation skills with utilities, vendors, and internal teams.
  • Proficiency with Microsoft Office Suite and database or GIS systems (AutoCAD, Katapult, Google Earth Pro, ArcGIS experience a plus).
  • Highly organized with attention to detail and ability to manage multiple projects simultaneously.
  • Ability to read and interpret engineering drawings, permits, and pole loading data.
  • Strong analytical and problem-solving abilities.
